Urban strategies competition finals took place on the first day of the Forum. According to the results of expert evaluation of the jury Samara and Cherepovets were recognized as the winners. 23.10.2014 :: The List of Questions from the Forum participants about the use of Federal Act 172 is created
Association of Economic Developers (ASSET) sent a proposal to specialized divisions of Russian regions and cities to establish a common list of questions and possible answers (which have already started to do in regions) to the Ministry of Economic Development, that will make the Forum discussion more substantive and concrete.
File represented questions that were sent by 18 subjects of the Federation (2 republics, 3 territories, 13 regions) and 9 cities.
Questions, that arise in connection with the use of FA 172 "About State Strategic Planning in Russia" from representatives of regions and cities participating in the Forum to the Ministry of Economic Development.

The final tour of the competition of urban strategies to XII All-Russian Forum “Strategic Planning in Regions and Cities of Russia: Revisioning strategies, renewing meanings” will be held within the first day of Forum. Vologda, Irkutsk, Kaliningrad, Novoshakhtinsk, Orsk, Samara, Cherepovets will compete for the title of “Best urban strategy of the Year”. Almost all strategies will represent the heads of municipal entities. The winners will get awards in the special ceremony after the ending of official Forum program before the buffet.

17.09.2014 :: The Meeting of the Working Group of the Organizing Committee of the Forum took place
On September 11, in the Ministry of regional development the meeting of the Working group of the Organizing Committee of the Forum took place. At meeting, the results of a semi-final of the Competition Urban Strategies, in which 11 cities took part, are summed up . The expert jury selected 6 cities (Cherepovets, Vologda, Apatity, Orsk, Samara, Kaliningrad, Russia) were able to submit their strategies to the Forum by 27 October in Saint Petersburg at the final stage of the competition. The working group considered also questions of forming of the Program of the Forum and approved the current version of the Program of the Forum.

On July 3 in Moscow Chairman of the Committee on Economic Policy and Strategic Planning of St. Petersburg Anatoly Kotov met with the Minister of Regional Development of the Russian Federation Igor Slyunyaev to discuss a number of topical issues for the city. In particular, the issues of socio-economic development of St. Petersburg, organizational issues related to the holding of XIII All-Russian Forum "Strategic Planning in the Regions and Cities of Russia" in the city in October this year and of the possibility of the organization of federal support for the realization of the Program of preservation and development of historical centre of St. Petersburg during the meeting. According to the results of the meeting the agreement about the holding of field session of the Collegium of the Ministry of regional development of Russia in St. Petersburg was reached. The meeting will be held in October this year and will be devoted to discussion of the experience of St. Petersburg in formation of Strategy of economic and social development as well as the necessary measures on realization of the Federal law from June 28, 2014 №172-FZ "On strategic planning in the Russian Federation".

24.06.2014 :: Round-Table Conference “Culture and Tourism as a Key to Developing Remote Territories in the Baltic Sea Region”
In accordance with the Decree of the President of the Russian Federation the year of 2014 has been proclaimed as the Year of Culture that is being realized in order to attract public attention to the issues of culture development, preservation of the culture-historical heritage and the role of the Russian culture around the world. One of the directions of the Russian culture development must be the support of domestic tourism as well as increase of foreign tourists’ inflow both in the big capital cities and in the remotest areas of Russia. During the roundtable conference there will be presented one of the best experiences in developing a tourist potential of the regions - a transnational project Via Hanseatica directed to promote remote regions as new interesting destinations and places for adventures, as well as to enhance the quality of life of local people. On June 16-21 ICSER “Leontief Centre” acted as a co of a FAM tour in which the journalists from Russia, Estonia and Latvia ran a journey from St.Petersburg to Riga on the route Via Hanseatica, where they could observe themselves the best tourist offers, as well as the cultural and nature objects of the three counties – Russia, Estonia and Latvia. On the Russian part of the route the FAM tour participants visited the manor and the park ensemble of the estate “Rozhdestveno”, the state museum-reserve “Gatchina”, the museums “House of A.S.Pushkin nanny” and “Stationmaster's house», as well as the Ivangorod Fortress. Moreover, the journals esteemed the work done in creating the instruments of a route promotion: an online route planner, a mobile application, a tourist map, an audio guide, a fascinating travel guide “Unforgettable adventures on Via Hanseatica” that is read with a great excitement at one sitting. The outcome of the project will be the creation of a solid base for a strong international partnership of the regional and local authorities, entrepreneurs and organizations for tourism development in the Baltic Sea region in the field of culture and tourism in order to implement a coordinated development of the remote regions of Russia, Estonia and Latvia as well as to implement a coherent structure for cooperation and strategy development.

23.06.2014 :: The Bill “On Making Amendments to the Urban Planning Code of the Russian Federation” and the Federal Law “On the Introduction of the Urban Planning Code of the Russian Federation”
On June 18 the State Duma Committee on regional policy and problems of the North and Far East which is the permanent co-organizer of the Forum reviewed at the session the bill “On making amendments to the Urban planning code of the Russian Federation” and the Federal law “On the introduction of the Urban planning code of the Russian Federation” in terms of preparation and approval of the document of territorial planning of two or more subject of the Russian Federation submitted by the Government of the Russian Federation.
According to the member of the organizing Committee of the Forum, first Deputy Chairman of the State Duma Committee on regional policy and problems of the North and Far East Valentina Pivnenko. The main innovation of the bill is an establishment of an opportunity of preparation of documents of territorial planning of two and more subjects of the Russian Federation. The obligation of the Executive bodies of the subjects of the Russian Federation – Federal cities Moscow, St. Petersburg and Sevastopol and the subjects of the Russian Federation having common borders with them – Moscow region, Leningrad region and the Republic of Crimea respectively for the preparation and approval of the scheme of territorial planning of two subjects of the Russian Federation in the period until January 1, 2017 is provided. The State Duma Committee on regional policy and problems of the North and Far East supported this bill and believes that its adoption will promote the coordinated development of Russian regions.
Valentina Pivnenko also reported that it will be necessary to reconcile the provisions of the bill with the Federal law "On strategic planning in the Russian Federation" adopted by the State Duma on June 20, 2014 when finalizing the bill for the second reading.

The Russian delegation headed by Deputy Minister of regional development V.V.Gaevskiy took part in the XVI European conference of Ministers responsible for territorial/spatial planning (СЕМАТ) of The Council of Europe (June 16-17, 2014, Greece, Nafplion).
The member of the Russian delegation of CEMAT and co-moderator of the traditional international round table of the Forum E.A. Sadovnikova held talks devoted to the work of the VII international round table "Topical issues of international regional policy" of the XIII All-Russian Forum «Strategic Planning in the Regions and Cities of Russia» in the framework of the conference. During these negotiations the agreement on performance of Mr. Anestis Hargiotis, member of the Committee of senior officials of CEMAT of the Council of Europe (the spatial planning Department of the Ministry of environment, energy and climate change, Greece), and of Mr. Luc-Emile Bouche Florin, honorary President of the European Council on spatial planning, was got. Mr. Bouche Florin will make a report about new Charter of European planning.

16.06.2014 :: Participation of Russian delegation in XVI European conference of Ministers responsible for territorial/ spatial planning (СЕМАТ) of the Council of Europe
Russian delegation chaired by the Deputy Minister of regional development V.V. Gaevsky took part in XVI European conference of Ministers responsible for territorial/ spatial planning (СЕМАТ) of the Council of Europe (June 16-17, 2014, Greece, Nafplion).
Representatives of the Ministry of regional development of the Russian Federation have also joined the delegation: E.S. Chuguevskaya, Director of Department of strategic development and state policy in the sphere of territorial planning, her Deputy E.S. Rozhkova, D.V. Rykovskov, First Secretary of the Permanent mission of the Russian Federation under the Council of Europe and expert E.A. Sadovnikova.
The work of the Russian delegation, pressentation of its Chair and members has admittedly made a decisive contribution to strengthening of the positions of CEMAT in the Council of Europe, contributed to the development of a unified and clear position of the member countries concerning the necessity of strengthening the territorial/spatial development in Europe.
The member of the Russian delegation in CEMAT and co-moderator of traditional international round table of the Forum E.A. Sadovnikova conducted negotiations devoted to the work of VII international round table "Topical issues of international regional policy" of XIII All-Russian Forum «Strategic Planning in the Regions and Cities of Russia» in the framework of the conference. During these negotiations agreement on presentation of Mr. Anestis Hargiotis – member of the Committee of Senior officials of CEMAT of the Council of Europe (The Department of spatial planning of the Ministry of environment, energy and climate change, Greece) and of Mr. Luc-Emile Bouche Florin, the Honorary President of the European Council of Spatial Planners was received. 11.06.2014 :: The Round Table "Strategies and Tools for Modernization of the Economy of Rural Areas"
There will be the round table "Strategies and tools for modernization of the economy of rural areas" in the framework of GREEN DAY of XIII All-Russian Forum «Strategic Planning in the Regions and Cities of Russia». This round table will be held in the framework of the Project of the Council of Ministers of Northern countries "Modern entrepreneurship and territorial development of rural territories" successfully started on May 27-30, 2014 in Pskov.
The project unites representatives of the state and municipal authorities, the expert community, the business sector of the Leningrad region, the Pskov region, the Arkhangelsk region and the Republic of Karelia as well as partners from Norway, Finland, Sweden, Denmark.
The aim of the project is innovative regional development of the participating regions on the basis of the adaptation of the North-European models and strategies of modernization of the economy of rural areas, strengthening rural-urban partnership and cooperation of municipalities of Nordic countries and North-West Russia.
Key partners of the project from the Russian side: International Centre of Social And Economic Research "Leontief Centre", The state Committee of the Pskov region on economic development and investment policy, The Council of municipal formations of the Leningrad region, Non-commercial partnership "Center on problems of the North, the Arctic and cross-border cooperation", the Institute of Economics of Karelian research center of Russian Academy of Sciences, the Centre of creative industries support FUTURIST of the Arkhangelsk region with the support of the Information office of the Council of Ministers of the Northern countries in Saint Petersburg and regional centers in Petrozavodsk and Arkhangelsk.

09.06.2014 :: Parliamentary Hearings on the Theme: «About the State Program of the Russian Federation «Socio-Economic Development of Far East and the Baikal Region»
On June 9 the State Duma Committee on regional policy and problems of the North and the Far East which is a permanent co-organizer of the Forum held the parliamentary hearings on the theme: «About the state program of the Russian Federation «Socio-economic development of Far East and the Baikal region». Deputies of the State Duma, members of the Federation Council, representatives of the Federal bodies of Executive power, of regional bodies of legislative and Executive authorities that discussed the problems of implementation of the program took part in the event.
According to the member of the organizing Committee of the Forum, the first Deputy Chairman of State Duma Committee on regional policy and problems of the North and Far East Valentina Pivnenko this state program is a key element of the strategic planning system of socio-economic development of the territory of Far East. Given this fact it was recommended to the government to increase the financing of the state program providing budget expenditures not only on the development of transport and energy infrastructure but on the development of social sphere, health, education and culture. It was suggested to agree the events of the program with authorities of regions on the territory of which it is provided its implementation. These are 12 regions of Far East Federal district and Buryatia, Transbaikal region and Irkutsk region.
The topic of the hearings is closely associated with one of the priority themes of the Forum 2014 "Federal initiatives for regional development" to the discussion of which several discussions and round tables will be devoted.
On June 22-25, 2014 the Committee is planning to hold the off-site event in Khabarovsk on a similar subject.

26.05.2014 :: Contest of Urban Strategies
The reception of applications for participation in the Competition was opened on May 26!
The contest of urban strategies will be held in 2014 by the decision of the Organizational Committee of the all-Russian forum “Strategic planning in regions and cities of Russia”. The municipality of the Russian Federation with a population of over 95 thousand people (according to Rosstat on 01.01.2014) officially approved strategic document for the period from January 1, 2011 to June 1, 2014 are invited to participation in the competition. There is one nomination in the framework of the Contest: "The best city strategy". The competition will be held in several stages, the winner will be the participant who will be selected by the expert jury at the final round of the Competition that will be held in the form of an open meeting in the framework of XIII All-Russian Forum "Strategic Planning in the Regions and Cities of Russia: Revisioning Strategies, Renewings Meanings”.
Reception of applications for participation in the Competition will be held from May 26 to July 6, 2014.

22.05.2014 :: Panel Session "City for People in the 21st Century: Needs, Scenarios, Challenges" in the framework of the XVI th St. Petersburg International Economic Forum.
On May 22, 2014 the Panel Session "City for People in the 21st Century: Needs, Scenarios, Challenges" took place in the framework of the XVII th St. Petersburg International Economic Forum. The organizers of the round table were Leontief Centre, the Committee for Economic Policy and Strategic Planning of Saint Petersburg, the Council Of Ministers of Northern Countries, the Council of municipalities of Saint Petersburg, the Center of Independent Sociological Research. The central theme of the discussion was the question of how to make the city comfortable, affordable, environmentally safe and attractive for the life of citizens. The following persons took part in the panel session: one of the leading urbanists of the world Jan Gehl, the Chairman of the Committee on economic policy and strategic planning of St. Petersburg Anatoly Kotov, Chairman of Council of Municipalities of St. Petersburg Vsevolod Belikov, architects Daniyar Yusupov, Enric Massip Bosch, Marcus Appenzeller, leading experts of Leontief Centre Nina Oding and Boris Zhikharevich, head of the Nordic Council of Ministers Information Office in St. Petersburg Mika Boedeker as well as representatives of academic and business communities in St. Petersburg. During the discussion, the participants spoke about the projects of transformation of public space including the project of the Council of Ministers of the Northern Countries "SAGA of the City" the goal of which was to take a fresh look at the organization of public space of Petersburg and to model new creative modern space, convenient and attractive for residents using the experience of Northern countries. Jan Gehl presented the approach of the Gehl Architects company in his speech as well as Moscow experience in the planning of urban space and infrastructure. The architect of Barcelona Enric Massip Bosch voiced the idea of the importance of creating the school of urban planning in the city. The results achieved by St. Petersburg in this area were reflected in the questions considered at the session and further goals for the urban agenda were outlined. This panel discussion aroused great interest from the participants of the forum, the press, experts and citizens. The meeting of the participants of the discussion ended with a friendly dinner of partners of the Project "Saga of the City. Transformation of Public Space” and with a trip on a boat on water spaces of St. Petersburg.
Continuation of the discussion will be held on 27-28 October in St. Petersburg in the framework of the round table "Saga of the city. Transformation of public space" at the XIII All-Russian Forum «Strategic Planning in the Regions and Cities of Russia».

On May 13 a regular meeting of the organizing Committee of XIII All-Russian Forum «Strategic Planning in the Regions and Cities of Russia» will be taken place. In addition to reviewing the current issues on preparation and holding of the Forum, it is planned to discuss a question about the organization of the Contest of urban strategies in 2014. New press Secretary of the Forum should be approved on the meeting.
