[2014-06-23] The Bill “On Making Amendments to the Urban Planning Code of the Russian Federation” and the Federal Law “On the Introduction of the Urban Planning Code of the Russian Federation”

On June 18 the State Duma Committee on regional policy and problems of the North and Far East which is the permanent co-organizer of the Forum reviewed at the session the bill “On making amendments to the Urban planning code of the Russian Federation” and the Federal law “On the introduction of the Urban planning code of the Russian Federation” in terms of preparation and approval of the document of territorial planning of two or more subject of the Russian Federation submitted by the Government of the Russian Federation.

According to the member of the organizing Committee of the Forum, first Deputy Chairman of the State Duma Committee on regional policy and problems of the North and Far East Valentina Pivnenko. The main innovation of the bill is an establishment of an opportunity of preparation of documents of territorial planning of two and more subjects of the Russian Federation. The obligation of the Executive bodies of the subjects of the Russian Federation – Federal cities Moscow, St. Petersburg and Sevastopol and the subjects of the Russian Federation having common borders with them – Moscow region, Leningrad region and the Republic of Crimea respectively for the preparation and approval of the scheme of territorial planning of two subjects of the Russian Federation in the period until January 1, 2017 is provided. The State Duma Committee on regional policy and problems of the North and Far East supported this bill and believes that its adoption will promote the coordinated development of Russian regions.
 
Valentina Pivnenko also reported that it will be necessary to reconcile the provisions of the bill with the Federal law "On strategic planning in the Russian Federation" adopted by the State Duma on June 20, 2014 when finalizing the bill for the second reading.
