In connection with the adoption of the federal law "On the strategic planning in the Russian Federation" there was a need to discuss the role and place of marine areas in the Russian Federation in system of strategic planning. Taking into account the order of the President of the Russian Federation to develop a pilot project of integrated management of natural resources in the Arctic seas and to implement it in Russian part of the Barents Sea, the presence of long-term norwegian experience in the proper sphere, it seems appropriate to discuss the progress of work on preparation of a management plan for the Russian part of the Barents Sea. Appeal to discuss first results of development and implementation of programs of complex development of coastal areas and coastal waters (programs for the integrated management of coastal zones) of the strategy development of maritime activities of the Russian Federation until 2030 and the development of the Arctic zone of the Russian Federation and national security for the period up to 2020.
